This guidance applies to schools and colleges, including:
primary and secondary schools, including those with a sixth form
non‑maintained special schools and alternative provision settings
16 to 19 academies
further education colleges
sixth‑form colleges
special post‑16 institutions
This guidance is for:
staff and leadership teams in schools and colleges
trustees, trust boards and governing bodies
relevant local authority staff
organisations and practitioners delivering enrichment activities
Providers for young people will be referred to as ‘colleges’ in this guidance. Independent Training Providers (ITPs) are not covered by this guidance but may choose to use it if they wish.
Pupils or children are defined as 5 to 16 years old and young people as students aged 16 to 19 years old, or up to the age of 25 years old when they have an education, health and care plan (EHCP).
